we look for a 5 year ROI overall. We build in phases. Initially we build to connect anchor tenants such as hospitals, clinics, K12 and higher Ed. We provide a minimum of 1Gbps at schools. Then we go back and build distribution to connect businesses. After 5 years we look to get 45% market share and 75% coverage of the business corridors. For rural residential we look to provide 8-15 Mbps at a minimum. Most areas we provide 20-100 Mbps. Generally speaking we don't overbuild residential, its cost prohibitive. For residential we invest in our existing footprint or we acquire customers then upgrade them.
